For the first time in the country, Royal Institute of Management (RIM) launched as certified test administrator services for Test of English as a Foreign Language (TOEFL) internet based test iBT test in Bhutan on 29 September, having been established as an approved Education Testing Service (ETS), Certified Test Administrator Services for TOEFL iBT earlier this month.

A coordinator for the program said that TOEFL iBT is an English language proficiency exam produced by the US-based ETS (Education Test Service).

And the International English Language Testing System (IELTS) it’s an exam owned and managed by the British Council, Cambridge Examinations IDP Australia.

“Both IELTS and TOEFL iBT are exams that prove your English language skills and both of them test reading, writing, speaking and listening skills,” said the coordinator.

According to the press release from the RIM, the TOEFL iBT is an internet based test for “Testing of English as Foreign Language”. It is a test that measures all four academic English skills — reading, listening, speaking, and writing which is for three hours duration.

It further states that the TOEFL iBT Test is accepted by more than 11,000 universities and other institutions in over 150 countries, including Australia, Canada, New Zealand, the United States, the U.K., and across Europe and Asia which is valid for two years and can be viewed approximately six days after the test date on test take’s ETS account. PDF score reports are ready for download within eight days after the test.

Over the last one and half years, the RIM has been working towards the establishment as an approved test center since it is in line with the overall aim of RIM to establish itself as a one stop Test & Tutorial Center within Bhutan, added the press release.

The objective is to provide the much needed online platform for our Bhutanese scholars to avail language proficiency tests such as TOEFL and other international scholarship related aptitude tests such as SAT and GRE within the country.

It further added that the challenging circumstances of the Covid-19 situation have prompted RIM to accelerate its work towards the establishment of the ETS Certified Test Administrator.

With the TOEFL iBT test, the press release states “Our Bhutanese candidates are now provided one more option for an international language test.”

Further since it is internet based, it provides a lot of flexibility for the RIM test center management in regular conduct of these tests based on demand. With this, “We hope to ease the inconveniences faced by our Bhutanese scholars and to also reduce financial implication in availing these services outside Bhutan.”

To start with, RIM scheduled first test on 29 September, one in the morning and another one in the afternoon. The next test is scheduled on 9 October. The total number of intake per test is nine candidates. The fee for the test is USD 185 and the payments are done online using credit card or online cheque.

Meanwhile, as of now, registration for all the test dates till December 2021 is closed since all the seats are full due to high demand for the service. Taking this into consideration, RIM is looking into offering the TOEFL iBT test twice or thrice a month provided it fulfills the minimum number of candidates for conduct of the test.

RIM also plans to provide free coaching classes to the registered candidates.
